He has also appeared in television series such as The Bill, Holby City, and Luther. Bovell was born on 26 October 1959 in London, England. He attended the Royal Academy of Dramatic Art, graduating in 1982. Bovell's first major role was in the 1992 film The Crying Game, for which he was nominated for a BAFTA Award for Best Supporting Actor. He has since appeared in films such as The Full Monty (1997), East is East (1999), and The Constant Gardener (2005). Bovell has also appeared in numerous television series, including The Bill, Holby City, Luther, and Doctor Who. He has also appeared in the BBC series The Shadow Line and the ITV series The Level. Bovell is married to actress and director Leslee Udwin. They have two children.
