He was best known for his roles in the films The Great Train Robbery (1903) and The Great White Silence (1924). Baxter began his career as a stage actor in the late 1890s, appearing in productions in New York City and Chicago. He made his film debut in 1903 in the Edison Company's The Great Train Robbery, one of the first narrative films ever made. He went on to appear in dozens of films over the next two decades, often playing villains or comic relief characters. Baxter's last film was The Great White Silence (1924), a documentary about the ill-fated British Antarctic Expedition of 1910-1913. He died in Los Angeles in 1925 at the age of 52. Baxter's net worth is unknown.
